Trumbull Democrats

Trumbull Youth Programs Platform

Preamble: Twenty-five percent of Trumbull residents are under 18-years-of-age. First Selectman candidate Vicki Tesoro believes the town must not only provide a high-quality education for our youth, but also activities and recreational opportunities that enable them to develop and showcase their talents and interests. Research shows that youth who engage in and feel valued by their community perform better in school and are less likely to engage in risky or illegal behaviors.

Our plan: Team Tesoro believes that we have a responsibility to engage and support all of our residents, including our youngest. Vicki Tesoro has been a champion for our youth for two decades, and will continue to do so when elected as First Selectman. Team Tesoro will:

  • Consult with our teens to gather their input and engage them in the planning and implementation of constructive and positive activities in town.
  • Reinstate the Youth Commission and include teen representation.
  • Add youth appointments to town commissions and committees, where appropriate, to allow for their input and perspectives.
  • Ensure that the Recreation Department has the support to provide our youth with activities and events that interest and engage them, such as outdoor movie nights, dances, battles of the bands, and sports tournaments
  • Work with our youth to revisit and revitalize the Teen Center at Indian Ledge to make it a desirable venue.
  • Restore the Trumbull Youth Association (TYA), which provides youth theatre and the arts, to an independent line item in the budget. These programs must be treated as opportunities for valuable education and enriching experiences for the whole community.
  • Develop a job/community service referral program to provide youth with volunteer opportunities to help private residents and the town.

Team Tesoro believes our youth must be given the opportunity to contribute to Trumbull.  Vicki Tesoro will engage our youth; listen and act on their input and ideas. As First Selectman, Vicki Tesoro will be a champion for our youngest residents, so that they can grow and thrive in our community.

Trumbull Education Platform

Preamble:  First Selectman candidate Vicki Tesoro and Team Tesoro believe that all students deserve the opportunity to reach their full potential. We know that a vibrant and appealing town relies on the foundation of an excellent school system. Our property values rise and we strengthen our community when we make measured investments in quality teachers, curriculum, and welcoming facilities.

Vicki Tesoro has been an advocate for improving Trumbull education for decades.  She is a past president of the Trumbull PTSA Council, an Advisory Board Member of the Academic Challenge for Excellence (ACE), a former member of the Board of Education Policy Advisory Committee, and past PTA President of Tashua School, Madison Middle School and Trumbull High School. She is a founding member of the Trumbull Partnership Against Underage Drinking and Drugs (TPAUD), and developed the Underage Drinking and Drug Forum at Trumbull High in 2006, a program that has received accolades across the state and is a model for similar programs in Fairfield County.

Our plan:  Team Tesoro will work with the education professionals in setting priorities for our school system. Recognizing that funds are limited, we will focus on key goals. We will strive for incremental gains year after year that both respect the taxpayer dollars and improve the educational experience for all our children. Vicki Tesoro knows how to work with people of different opinions to get results that will benefit our school system and Trumbull. Some of the priorities for Team Tesoro are:

  • Support appropriate resources for curriculum development; it is paramount that curriculum be current and challenging.
  • Provide resources for enriching and relevant professional development, to ensure effective and meaningful instruction.
  • Continue to increase access to AP, honors and elective classes.
  • Introduce world language education at the elementary level.
  • Promote small class sizes at ALL levels.
  • Focus on quality programming in the Arts.
  • Pursue the expansion of a Science, Technology, Engineering, Mathematics (STEM) program through our secondary curriculum.
  • Continue to provide requisite district resources to sustain and continue SAT score improvement.
  • Integrate technology readiness in core disciplines through all grades levels. Place targeted emphasis on 21st century skills.
  • Coordinate student mental health services and programs within and between schools.
  • Revisit and prioritize infrastructure improvements in the district.
  • Provide resources to ensure our students, teachers and schools are safe.
  • Expand our practical life skills program in grades 9 through 12.

Our Town budget is impacted by the decisions made by the State legislators and the Governor. Both parties in Hartford must stop pointing fingers and craft a State budget that is not punitive to the education plan of towns like Trumbull. While at this time, we do not know the final outcome of the State’s impasse, we plan to address any potential shortfall from the State by first allocating any remaining monies set aside by the Board of Finance and Town Council in the Contingency Fund.  If the amount in our Contingency is insufficient, we will look to make reductions in non-essential spending in our Town budgets.  If further reductions to the education budget are necessary, our goal will be to minimize the impact on our students by looking at non-instructional areas first.  Should this unfortunate situation continue in the future, fiscal discipline around spending coupled with real Grand List growth will help us bridge this funding gap.

The Board of Education’s responsibility is to advocate for funding that meets the needs of all students. Voting for Team Tesoro’s Board of Education candidates is imperative to create a future in which our children move forward into the education and career choices right for them.

Team Tesoro knows that great schools are a key component in creating a great town.  Great schools ensure children/teens become productive members of an ever-changing global society.  Also, they ultimately enrich all of us, by expanding the reputation of Trumbull as a desirable place to live and by supporting increased property values.

Trumbull Economic Development Platform

Preamble: Trumbull Democrats believe the long term health of our community requires us to encourage economic development and growth. Fostering this growth in a way that maintains our town character and quality of life, as set forth in our plan of conservation and development, is of the upmost importance. We need to ensure not only the right mix of development types, but the right placement as well.

Our Plan: Vicki Tesoro and the Team Tesoro will focus on increasing our town’s commercial tax base, supporting small businesses and amenities, and preserving Trumbull for the future. A Tesoro administration will:

  • Expand the Grand List by refocusing our development efforts on bringing large and small business tenants to vacant properties. Vacancies have given us a great opportunity to bring new employers to our town corporate parks, giving employees a strong reason to live in Trumbull. Filling the corporate parks will expand our tax base without disrupting our neighborhoods.
  • Focus on the redevelopment of Trumbull Center.
  • Encourage new commercial development in its designated current location and support expanding commercial zones only where they will not negatively affect neighborhoods.
  • Ensure new development will adhere to the 2014 Plan of Conservation and Development, including mixed-use development and maintaining residential areas.
  • Not sell useful town property without a comprehensive and public assessment of municipal land and its uses.
  • Work hard to ensure that Trumbull maintains all of its rights to oppose contractors who abuse or override our local rules regarding the state’s affordable housing statute.
  • Increase the height limitations on buildings in the office parks – signaling to larger tenants who need more space that Trumbull is indeed “open for business”.
  • Lead the way in preserving our town’s character by rigorously reviewing development of any kind that displaces single-family homes or disrupts neighborhoods.
  • Ensure that any development is done the right way and with the right contractors who respect the character of our community.
  • Reinstitute the Land Acquisition Committee who will recommend to the town the purchase of large parcels of property so that we can control our own destiny and not be at the mercy of developers.

Team Tesoro recognizes Trumbull’s potential and it’s past. We will not sacrifice one for the other. Working together, we can have the development we need to grow and minimize tax increases, while maintaining those things that make Trumbull a great place in which to live, work and raise a family.
